In classic EQ, Paladins/Shadowknights/Rangers used the exact same spell pool as their corresponding caster class. This is not good game design and in a better game each class would have completely unique skills, but that is the reason.

actually you incorrect here.
Back in the classic days - before we even knew how much mana we actually have and spell we measured in baubles, hybrids had SMALLER mana pool than a parent caster with same wis/int. We never knew exactly how much smaller, but probably about HALF.
About around Velious they changed it: hybrids were now getting same mana ratio as parent classes, BUT their spells actually cost MORE than what was written on a spell description. Essentially they swapped A+B to B+A and declared it an improvement

Around time of Luclin (or maybe PoP) they may have removed this penalty too.
As far as necro meleeing, back in the day casters meleed well into their late teens, few understood the power of the book
