That NPC doesn't exist in Cabilis as is at the moment and includes all the ingredients to make the potions in demand, going by the patch notes, he was added pre velious XD
Edit: If it's easier just to add items before velious then I guess the basics are the ones most complain about, including me :P Birthwort, Fenugreek, and Wolfs Blood.
