biggest reason is - mouse vs gamepad - though ps4vsxbox... cant really see why that would be a big deal
only one game pulled this off decently. can be really hard. depends on the game mechanics a lot
might be because they don't expect to patch all three the same, i know pc was getting patched regularly before consoles were for skyrim for awhile
