There's actually 2 parts to this patch, read it carefully:
First part:
"We have changed the way the /consider command works. We have added a
'light blue' area between green and blue. NPCs that used to /consider
green but gave experience will now /consider light blue, as well as
NPCs of slightly lower level than those greens. You will always get
experience for something that is light blue. You will not receive
experience for greens. "
High greens were just 1 level removed from being dark blue, and gave xp prior to this patch on SOLO kills. And if you were playing a pet class, the pet could KS you if it did over half the damage and then you got no xp at all.
Now the second part:
"At the same time, by including lower level NPCs
in the light blue /consider, we have increased the range of lower level
NPCs that will grant experience. This will be most noticeable for
characters of higher level."
This is when the range of mobs that gave experience was actually extended.
So if you actually reverse this change, the end result should be that the range of mobs that give xp, will be actually smaller. Because high greens covered a smaller range of levels than the light blues introduced in the quoted patch notes.
