Sounds like there is a planned new set of rules to moderate the way ooc is and the behavior of Red 99s population in order to promote a better server environment.
It will most likely be all up in one big update with a huge post on the rules along with an incentive to get people playing again now that the server is under new policy around the release of Velious.
Hopefully with an exp group bonus / overall exp bonus at the same time.
