Part of the problem with trying to proc is the base rate is only 2x /minute at 100 dex and because most everyone is using weapons from lvl 40+ dungeons the mobs die so fast it just doesn't matter.
50+ once you're rocking 40-60+ dex from shaman buffs & can gear a bit more for dex & mobs last longer than 10 seconds you start hitting areas where you can proc on a mob early enough in a fight that it makes a difference.

It really depends on what you're fighting. If you're in a camp where you can pull mid to high blues all day, it really doesn't matter (ie, level 20 warrior tanking unrest), but if you're a 30sh group doing Goblins in high keep, you also fight red cons - and these really don't die that fast. Procs help immensely keeping those raiders on you.
