Yes, it could. There is a rotation in place because a large percentage of the pop is too top heavy. Red could use players everywhere and in either case (blue or red) people are already decked out and alting, so why not give people the option of doing it where they want to, or think they may want to? My spiel below:

Would transfer-- One of the biggest reasons I never moved servers on live was because I never wanted to restart the grind (and during my time on Prexus I think the only transferring that was done without paying for it was the merger with Terris Thule server) , and with how long the grind takes on these servers I don't think it'd be a bad idea to at least offer it annually for a weekend or something, maybe that weekend could act as a trial period?

Now that would be fun: for one weekend only if you log in you can try red and if you'd like perma transfer with your notrades, save the date [You must be logged in to view images. Log in or Register.]

lemme just makes some bullet points of the things that could be (and have been) said by me and/or others on the subject:

1. Its classic. These things happened a lot in this era. Yes, this isn't the entire basis of the argument given that neither of these servers are ran by SOE/Verant or on the same timeline as they did, but in the spirit of keeping things similiar to their rendition this high-low pop transfer (in this case b2r) is something that speculatively would have happened.

2. For the non-classic approach: it would provide a minor balance in the pop and enable more people a better % chance at seeing the high end raid content, as there would be less people on the scene on blue and possibly more on the scene on red

3. Competition: While blue has its ffas for those who are less casual and/or looking for a more competitive atmosphere they could come over and compete unimpeded by rotation

4. Population changes: Recently several names have come and gone after the RMT bans of the last 6 months. This aside the pop is always changing; many higher ups and much more middle class p99ers have either changed face, left or just came along and joined up. These moves could help these players both old and new find their new niche living a clean whistle elfsim life.

5. Teams: When teams comes out it will have an influx. In order to compete with that I believe red will need to offer some good incentives, given that it will be able to afford to pixel package ppl vs teams. Having more hands to farm said pixel packages could help increase the pop and help newbies get their start over on red as well. I think allowing transfers would give red more potential to stand a fair chance against a freshly released server to allow new blood to bring their toons and gear over.

tl;dr again server transfers can be a good thing and allow players a larger level of immersion.
