Such is the nature of capitalism, and it sucks to be sure. But if you wish to assign blame, then you need to trace it back to its source: black tribal chiefs, who saw a new way to take the slaves that they already had and turn them into a source of revenue. And once that turned out to be a lucrative business for them, they responded much as one would expect and started capturing more and more and more.
The whites were simply doing business, in a world where human slavery was still legal.
