More support for a ~6-8 second cast time from Release -> December 19, 2000.
~20 second cast time from December 19, 2000 -> March 6, 2001 (then 60 second cast time)

BTW, this is not a random drop, it drops off a specific race of mob. Its starting to boil down to things not being as random as once assumed.
