How do you get yourself killed spamming root, which then causes the mob to attack the nearest person (i.e. your tank)? If you have no tank, chances are it was already attacking you anyway, in which case proc'ing root won't matter. The only time this is not desirable is if you're not tanking, and attacking a red con or other highly magic resistant mob where you will draw aggro from the resists.
Furthermore:
The EBS is 7/24. A SSOY is 8/24.
The EBS procs at level 25. The SSOY procs at level 37.
The EBS procs a 35-pt (level 25) to 60-pt (level 50) DD root, which controls aggro. The SSOY procs a 75-pt DD stun, which draws aggro.
The EBS sells for like 50-100pp in EC. The SSOY sells for like 8K+ in EC.

A SSOY can be used by real classes. The EBS can only be used by rangers.
