Problem with teams at the moment, and the staff are very cognizant of this, is that teams would 100% kill Red99 if it was released @ this point. You'd see basically 3/4th's of Red Dawn quit, probably all of Azrael, and anywhere between 1/5th and 1/4th of Nihilum quit, essentially crippling them in Velious, and killing any source of new recruits.

Realistically I don't think we'd see teams for a very, very long time. As in many months into Velious, long after all of the principal raid mobs have been killed.
Having said that I don't think the staff would loose
too much sleep over "killing" (and eventual merging of) the current red server, one a vocal portion of the community clamor for a wipe or plug-pulling daily, or diminishing a guilds' ability to recruit, as evidenced by the current status of exp and re-designation of red99 to a series of servers such as
KIKI AND MIKE'S GODBOX [custom, ldon, bots] 2 ONLINE
