I finally found him (after 3 days waiting on him to spawn...on and off camp) he makes a complete circle around the island where the Dragon Portal is in Iceclad...stopping 2 or 3 times at the same spot each time. I tried everything at these spots...forage...rehailing...etc. I turned in the note to him and still nothing, I had a ranger check track...nothing new or different.

Kind of conflicting info about where he wanders. edit - also on his rarity. not very helpful.
