Spent numerous time killing supposed PH's over the past couple days, and he never spawned as well. At first I tried just killing the spawns near that location as stated on Allakhazam around -1199, +5615, and then just started killing just about everything on the island.
Perhaps we should take a couple minutes and just aoe the island a few times?
