Groups exist on P1999, but they aren't as widespread throughout the game world as they were on Live and can be a little hard to find during off-peak hoursain they tend to have limited activity during off-peak hours.

I wake up at 5Am PST / 8am EST.
Oasis had 6 people this morning, Unrest had 2. Groups were just not to be had. Really sucks playing in the mornings
