They have effectively the same mana/HP ratio. CB should be used for quick, minor healing, while I add NT in when I am playing more of a healer role in raid groups (which I sometimes do, but not always).
Mana cost is as listed. What is different is that the actual HP healed is 90% of what is listed. It is that way for ALL our healing spells. Shaman also have this same reduction.
