Any thing level 1-50 is very easy to do minus a little grief in Unrest. It will be hard to find groups but you will also be left alone as far as PvP.
52+ there will be gank squads roaming around checking the hot spots. CoM, KC, Seb, etc. Groups are hard to come by because they take a while to organize and can easily be broken up by a couple level 60s.

Personally I've had some pvp in CoM (terribad paladins, chain lifetapping necros etc)... haters in the early 50s hating on those of us in the mid-40s. All rolls downhill.
