There is one roaming shaman that always spawns in the same spot and runs to the NPC camp and gets killed, and a shaman can pop at the goblin camp near unrest entrance. Other than that all the other roamers are tidal lords, bosuns and mariners. And no I've not yet seen any of the named in that zone.
