So move the wall to 30 instead of 52. 30 is a solid level to stall people at for pvp/grps. And most classes can farm their own gear at 30~ so even if exp is slow progression is to be had.
I've had a lot of good groups 30+ on this server because 30 is a hell level. Seems people do seek out groups at those levels in high ZEM zones. There's always pvp 2 be had while some 30+ grinds out gatorscales in guk or some melee kiting in MM or some clr soloing in unrest :P
Couple that with no hybrid penalty + hotzone or two and I think server will feel a bit more alive.
