Kunark content was designed exclusively around grinding. 50-60 took much longer than 1-50 did, and then once you were 60 you sat at a cash camp and grinded that, or logged on occasionally for raids. This is evident by comparing the amount of effort and hours required for the VP key vs. the ST key.
Velious designed its content to be a lot more interesting. Not only are the raids much more involved, but there's a lot of progress a character can make that doesn't feel like such a grind. There are a lot of quests from armor to Coldain ring/shawl, SS quests, etc. It just feels like there's 10x more things to do with a level 60 character in Velious compared to Kunark, and it's designed to feel a lot less tedious.
Of course, they pretty much went back on this design philosophy in Luclin, which was designed very similarly to Kunark. VT key made VP key look like a walk in the park, AAs added endless grinding once again, and most of the high end content went back to a focus on hardcore raid content as opposed to the myriad of small questy type Velious progression that just about everyone had access to.
