If I remember correctly, the original version of PKs meant you could not interact with others e.g. no buffs/grouping/sharing etc.
Later on it got relaxed.

like a month ago i had to /duel a pvp flagged guy to port him over to qeynos to try to deflag, the first port didnt land on him due to being PK
