Sorry but the decision to remove global OOC is a horrible one. Also removing the exp bonus would all about kill the server until Velious. And even then leveling back up for Velious would slow people down and give the top heavy crowd an already over loaded advantage.

I don't doubt staff has the servers best intentions in mind, but the past decisions and now this one are bad ones. Global OOC and YT took forever to get implemented, much to the disagreement of staff. Lets take a look back.
  • Release of VP on blue within the same week red opens. Floods of players from blue go back to to raid VP.
  • No initial experience bonus from launch.
  • Guild Holocaust is nuked and disbanded, players banned for a dragon exploit. Nihilum was doing the same thing and zero disciplinary actions are taken against them.
  • Due to this, server interested fell to an all time low. Nihilum raids uncontested for over a year acquiring an absurd advantage in gear and alts.
  • Global OOC and YT were not put in at launch. Was a constant argument to get them on the server.
  • Now the eventual removal of global OOC due to flaming? or toxic chat or whatever. Community is usually around 100~. You're doing this to punish people that abuse global OOC but in reality this hurts anyone new coming to the server and ruins the market.

These decisions should be discussed with the community. At this point it's safe to say most decisions have hurt this server more than they have helped it. You should reconsider this and take a more active role in talking with red99's players about what the server really needs.
