From the guild hall, go through the waterway tunnels. You'll get to an intersection with 2 paths. The one on the left will go to the other side of Cabilis, and the right side will lead to the Arena. Near the waters end near the Arena, there's a hole in the wall, and a bunch of Iksar inside of it. The merchants there sell your spells.
