Again, I think variance is bad, repop good.
Repop = More mobs = more shots @ any mob = higher morale = more people come back who quit cuz no way to progress char = more people getting geared = higher chance of more evenly matched pvp = more fun
no repop = all mobs dead 3 hour = people quit = gear gap = no chance @ pvp = not fun
