Low levels cannot duel wield weighted axes nor can they even wield one. I believe there was a but submitted for this but I can't be for certain if the last patch (like 2 weeks ago) addressed it.

Appears double damage for any non-weighted axe works properly.

The level 39 necro/52 SK pet, Malignant undead innately dual-wields. Mages get innate dual wield with the lvl 34 pets (I think).

In theory you could boost a lower lvl pets 1handed damage by giving them some beastly 1handers. Like if someone really really wanted to they could give a rod of annihilation to a pet that has DW and then have someone else give it another rod of annihilation and it would be quad'ing for up to 120 dmg.

For those who just want to have some lulz they could use mace of the shadowed soul & a nocti blade or something on a 29/34 pet to boost its damage output while dualwielding. Beyond that their innate damage will be higher than anything other than a rod of annihilation or maybe some velious era pal/sk weapons.
