Edit: I assume the tiered epic quest was something implemented at a later date in the game. I don't know what level you get the epic quest but I did it at 50.. Just ask a level 50 of your class what zone / npc did they get the quest from.
It's actually the other way around. When the epic quests were first introduced, they all would start at L7, and then increase every 6 levels or so, and each quest along the way would reward you with a class specific item. At the L43 quest, you'd even get a choice of 100% quality weapons, also class specific.

The "one mob kill task" at L50 for a full L50 epic suit, is just how it's made to work on emulated servers. It was never like that on live during the classic era, nor the SI era, or ToA for that matter. It's unfortunate, because it actually made the quest series fun to do, and would help you gear up along the way.

Also I wouldn't dismiss the epic suit in favor of a crafted suit, the epic suit looks badass but it's hardly junk armor. Every quested item in this game (not just epic), is 100% quality and decent stats, which separate it from regular drops.
