There is a reason blue has 10x the population as red. I've convinced a huge percentage of people on R99 are there because of the exp bonus and nothing else. They think they'll be able to avoid PVP somehow. When it becomes difficult they quit or join the easy path. There will always be an easier path, and because the majority will flow in that direction it will never change. Even if you split Nihilum in two and pitted those guilds against each other, one would become victorious in fairly short order and you'd end up in the same situation. As long as one guild is capable of clearing all top tier raid content on the same day it respawns this situation will not change.

Velious is really the only hope to build a second guild. None of what we're talking about in this thread or anywhere else - variance, PNP, repop times, random simulated server resets, etc will make a dent in what you are defining as the problem. Until there is more stuff to do then one guild can accomplish.

All that being said, I don't see the harm in doing the simulated server restarts during prime time only. Changing the entire repop schedule is way too much, but throwing a few spawns out there to see what happens wouldn't be a bad idea.
Actually, I would argue simulated repops WOULD be a positive change. Each piece of gear that Red Dawn gets has a monumentally larger impact than each piece of gear that Nihilum gets. This is because for the most part, the gear farmed by Nihilum goes to alts or rots, whereas the gear obtained by Red Dawn is worn. ANY fight an underdog wins is a HUGE morale boost, whereas it's "business as usual," with Nihilum. Even if repops meant Red Dawn were to get only 2 or 3 of the mobs, it would have a huge impact. People are willing to be part of an underdog if they believe they have a chance, no matter how small or large, at pixels. If they see it as an impossibility, they either quit / join nihilum.
