My dumbass comp does this too. Start>Control Panel>UserAccountsAndFamilySafety>UserAccounts> Change User Account Settings: If the scale was 1-4, 4 being highest, I got mine on #2. With it like this I can adjust settings without it asking for permission. Before I figured this out I had to set it low as possible [not really safe to do that], extract everything, then put it back to proper safety setting. May ask you to reset computers as you adjust it.
Assuming that's your issue.
