For guides and GM's, plvling is always touchy it seems. If PL'ers aren't taking your specific camp or peeling off of your pulls, there isn't much to be done. Honestly guides/GM's shouldn't have to intervene though. If people can't have enough respect for other people in the zone, then they deserve to be blacklisted and called out. On the same token though, players shouldn't just jump to conclusions about a pl'er in their zone. I have zoned into unrest on my 60 bard just to see if its open to do some plvling and people immediately jumped the gun and said not to steal their camps, not to train, etc... For the people who aren't d-bags and jump the gun, I will normally pull the zone and just stand at fountains and shout "Free XP" then go find somewhere else to plvl. I would say most people who plvl have respect for other players from what I have seen. Obviously you're going to have the few people who don't care at all, but if that's the case simply declare your camp and if they pull from it, /petition. GM's/Guides can do something about camp stealing from my experience in seeing/doing plvls. If you just petition them for pulling basement in unrest when its uncamped and your at the fireplace pulling, don't bother. I know that sounds ridiculous, but it has happened a couple times to myself and people i know in various zones. People see pl'ers and immediately think their up to no good. Declare your camp, if crap goes south and your mobs start disappearing, get some higher power intervention.

EDIT: I rarely go to unrest to plvl, but I have experienced these types of situations in other zones along with my rare visit to unrest.
