You're acting like 'legitimate' is a yes or no checkbox. However, there are levels of priority when you're determining camps. Groups generally have priority over soloer's. Players that can gain experience will generally have priority over those that can't at a camp.
The most important thing isn't just strolling in and taking whatever you want though. Ask, compromise, barter with the players. If you're in a group of level 45's and you want to camp the assassin room where a level 50 is camping for whatever reason, ask.
In the above example the group of 45's would have a more legitimate purpose to camp the room, as they'd be able to kill all of the mobs both in and below. But that doesn't mean that they can pick any ONE room and kick any soloer out.
Now let's say that the entire zone of LGuk is camped by level 50 players who are there for whatever reason. I see no problem with the experience group asking for a camp, or taking one if no one gives one up.
Obviously this isn't the case if there's 5 lvl 50's and 1 lvl 45 in group. Duo's or trios don't count either. PLers can go fuck themselves.
If they're farming an item and you want to move in, maybe offer to give the farmer the item if it drops.

Have you even been to guk on this server? Its almost exclusively solo-camped, and there is absolutely nothing illegitimate about that. If you are changing your position to "If you see a soloer and want the camp, ask" that is fine. But if you are maintaining your original attitude of "I see nothing wrong with stealing mobs if you are there for more legit purposes"...you've offered nothing to base that on.
