I think it's fine to get an YT on someone if you're able to find them at their bind. You're a noob if you get caught there and there should be a penalty. Right now it's not even xp loss, it's just YT.
Bind camping someone for hours would be pretty lame though, and I would not support that.
What I'm attacking is the meaningless crying for GM attention about one kill at a bind. Andis was a fool for being bound there and Agatha owned him. GG.
If I was the GM receiving such requests, I'd ask you to stop petitioning with the purpose of hurting others and eventually add a harsh penalty to people who are just baiting for something they can petition (or threaten to petition) others for.
