What kept the population down was the constant gank squads running around wiping out exp groups that took a long time to establish or the solo players/duos already bored out of their brains from killing random mobs just to level. The majority of the people that foster the PnP rules are the people that have no interest in the raiding scene (otherwise they would have apped Nihilum a long time ago) and are simply looking for new ways to troll since the 'Wipe it clean' gimick has gone out of fashion and players are uniting against their lone-wolf gank antics as they preyed on solo players or undergeared duos.
Getting rid of the leaderboards was probably the main factor in helping the server population since people that ganked for points (majority of level 60 pvpers) no longer had the incentive to keep doing so.
The PnP does not really do much to foster the server population since half the people that got hit with the ban hammer were not regular griefers. That being said, it will be interesting to see how things pan out. I am absolutely spewing that I missed out on the large scale pvp due to work.
