Seems like monitoring for battle rezzes during mass PvP is nearly impossible. It'd be nice if everyone followed a no-rez rule, but that'll never happen.
If a cleric can get to a corpse and has time to rez it without being killed, I don't see a problem with that person returning to the fight.
In other words, I think "corpse camping" should be legal in big fights until a dead player requests LNS, in which case they're responsible for getting their own corpse and leaving until the fight is over (i.e. the guild sitting on your corpse doesn't have to allow a cleric to rez). I also think using zone lines as a divider between scooting and not scooting is dumb. If a fight spans two zones, 'scooting' should mean taking yourself out of the fight entirely, not just crossing the zoneline and fighting there instead.
