Unfortunate for my twink, but this shield was not usable by Iksar until the 2/21/2001 patch.

The earliest entry I could find on Allakhazam shows it being usable by HUM ERU DEF, and even if that was pre-Kunark, it doesn't appear to have changed until the above patch.
