The numbers would need tweaking, but I actually think a system like this could work.
I think you would have to take VP off the table, or seriously reduce the cost values...let it stand as a FFA hard core raid poop sock zone.
Personally, I'm in favor of the top tier of raid mobs being hard core to reflect the nature of EQ.
