Think of it this way: the divinity proposal that FE and TMO were so against was to give us 14 days (regardless of how variance worked out) to the guilds outside them and IB of mobs they could not contest (minus a few that they would be in the rotation on as well). which with variance would work out to less than 50%.
Rogeans proposal takes variance out of the picture since it is every other mob and not just 14 days that a variance can throw completely out of whack, and also has a lockout so that we will get a lions share during simulated repops as well. And TMO/FE/IB don't get any of them, unlike the first 14 days on the divinity rotation plan. So in the end more than 50% outside of VP.
And those of us in our own tier can work out how we will work together with each other without those other guilds bringing those talks to a standstill. We were all pretty much of a like mind before this so working out the details will not be that hard I think. The Tier one Guilds can effectively continue to play in their own way in their own sandbox without us.
This is better than what we were trying to get in the divinity proposal during the talks when you really think about it. We should embrace this. The staff compromise has my complete support
