I think the best description of variance was from Heartbrand (don't feel like digging it up) but he basically said - we get 0 now, even if we get 1% more that is a good thing for RD. So in order for RD to maybe get 1 raid target a month you're going to make the entire server poopsock forever? Doesn't seem like a good cost/benefit.
You also go on to say that Velious will essentially have the same effect as variance. I think non variance will benefit EVERYONE in Velious. It is unlikely (barring about 100 people coming back) that Nihilum will be able to lock down everything, especially old world content. Having no variance will definitely benefit a guild without much raiding experience in those situations.
Based on recent things it seems like the staff is very concerned with the long term health of R99. I believe this is why they held off on variance. If even 10% of people just said screw it, I'm not going to put in the time required to win raid targets that is a substantial blow to a population that is already critically low. If you're truly concerned about the box population and server health you'd focus your forumquesting efforts on the 1-51 experience, fight for a 4+/- PVP range and getting PVP range restrictions put in place on experience zones like SolB. The most likely people to quit are the ones getting griefed by supertwinks in Unrest not the level 60s who are having trouble getting Trak BPs.

I don't know if Variance will make things better or worse I guess I can't say for certainty. I do know that spreading content out over longer periods of times, or even days - if those mobs were staggered 1 a day, oh man so much more potential. That's the biggest thing about variance, getting the mobs on more than one day.
Regardless I've said this enough times no need to repeat, Velious may fix the problem, or maybe you'll keep all of kunark down 1 day a week for fun because you guys are ridiculous. Or maybe you will cockblock Velious, and a second guild cockblocks Kunark, and it's just a 2 guild box now. I don't know.
I do know Innoruuk, Cazic Thule, Severilous, Talendor, Venril Sathir, Fay, should not all be dropped in 4-5 hrs one day a week. Those were epic exciting mobs to fight on Live, I've been in Nihium there's no excitement or fun in any of it, just showing up and farming them. It's like static timer, smashing them all back to back cheapens it, Live must have had a small variance to split mobs up, or maybe it was just repops fuck I don't know this is fucking gay though,
