I didn't read any of this thread but here is a protip from live:

When you are or your guild is (full of) cocksuckers you have a hard time getting LNS.

If you aren't an asshat or generally associated with asshattery, you will often be granted LNS.
I've been granted LnS by every person that has PK'd me except Azrael members. They've killed me naked and immediately following a rez on more than one occasion.

I find it goes a long way to send a /tell with something along the lines of "nice fight" in victory or defeat. I've also asked for safe passage when on a CR or helping someone CR with the expectation I'd leave when the CR is completed and on almost every occasion even people known for PKing have let me pass. I'm a nobody, some random untwinked mid 50s player.

I guess my point is this server is not as toxic as some make it out to be. The toxicity comes in when its competing guilds or people with history.

Unfortunately I think the new PNP policy will turn the forumquest/petitionquest up to ridiculous levels. People will be constantly trying to bait each other into something they can screencap and submit to GMs. Add itchy staff trigger fingers into the mix and you have a recipe for butthurt casserole.

I think the PNP policy would have a much greater and positive effect if two things would have happened instead of how it went down:

1. The server staff gathers leadership from major guilds and says - we're doing a PNP whether you like it or not, let's work together. This forces enemies to open the lines of communication and ensures people on all sides get a say.
2. The PNP isn't rolled out ninja style without MOTD updates, front page announcements, etc. There is a date announcing the beginning of said policy that gives at least 24 hours of grace period to ensure all players are aware of the changes.

Common sense should be enough, but it isn't. To me, it is common sense that if a guild is engaging a raid target and you're in the zone naked or not then you are a potential threat. Wouldn't it be simple to just say if a raid target is current either alive or still has an active corpse then LnS is suspended? Shit dies in like 30 seconds. People trying to CR in the middle of opposing raids are just trying to bait them into a possible suspension. That doesn't seem at all in the spirit of what the PNP should be about. Add to the fact the staff has said and already proven they are willing to punish an entire guild for the actions of one or two people and you have a situation where it becomes a very effective tactic to try and taunt the opposition, stretching the LnS rules to the breaking point for the chance to get people suspended.
