I played red99 for a while. I didn't get griefed or relentlessly hunted/killed. But I couldn't find anyone with gear I could buy, despite having the plat. Mostly quit because it didn't seem like a lot was going on. Maybe I was just too low of a level?

Inflation has pushed the prices of anything worthwhile so high that there really is no point in selling mid range stuff. It isn't even worth the effort to log in an alt to sell 1 or 2k worth of items.
XP is so easy, class imbalances as far as PvE goes, and the fact that so much of the population has been around forever means that there is little interesting to do once you do make 54/55. I've finished about 1/3d of the solo artist challenge just screwing around on a friend's retired account, why bother doing it with a group. Allow boxing and there is zero incentive to deal with players who are not as familiar with various zones and game mechanics.
HB keeps trying to make a point about leveling a melee, but the reality is that outside of PvP, most melee is boring as hell. What does a rogue do? Sit with a group and hit 1 key over and over again. Warrior? Hit mob then afk while procs keep agro. Monk can be interesting in certain spots but for most content is an inefficient puller. And we all know how much love there is for the hybrids.
And for what trade off? If you are one of the 15% of the player base who even cares about raiding, you become useful. Other than that, you are basically a charity case.
Every time someone steps up and puts the effort into a new guild, VV, Red Dawn, Rule of Rile, or whatever, a bunch of new players get involved and a bunch of old players revisit parts of Norrath that they may have missed the first time around. But they also eventually get to the point where there is very little left to do(outside of the extraordinary timesink of raiding) and quit logging in regularly.
The PvP here is awful here on so many levels it is hardly a reason for anyone to stay, and with Alecta having hardware problems, I imagine TESO and WildStar will both be out before we see any meaningful changes to red.
