I believe I've seen this problem on an old laptop used for eq. iirc the slowdown is speedstep kicking in and throttling down your laptop. The bag gui causes enough cpu usage to put you over that cutoff and not be throttled. To test, try running a cpu intensive program in the background while playing and see if the lag is gone. http://www.fossiltoys.com/cpuload.html is a quick way to do it. I've found in another laptop, removing the all the mpci-e cards resulted in a slowdown fix for me. GL

until you posted this i had forgot all about this happening. I use to have this actually happen on live when i played on a latitude d600(old ass) laptop. EQ wouldnt use enough of the resources and it would slow itself down. But also might want to check the Bios. If i remember right atleast in the d600 case i was able to disable the speedstep.
Edit: after thinking about it a few minutes i didnt think it was in the bios but might want to check there anyway. Anyway did some digging and remembered what i used to fix it. Check out this program(yes site is German or something but its in english and is safe to use):
