I am against being able to change one's name. This would open the floodgates to the douche bags out there who love to grief other players. I can remember on live numerous people who made it on the shit-list for ninja looting and kill stealing etc. They had a tough time grouping after building up this reputation. If people are able to change their names on P99, they can essentially walk away from all of the bad baggage which they had built up.
We all get to choose our names. Choose wisely as you'll be stuck with it. If you chose a name which you dislike, then it's your fault. Either suck it up or re-roll. I know it's harsh but we really can't have people changing names (for the reasons noted above)
