Y'know, as much fun as this is watching the two sides go at it, here's an idea:

Why not someone get Rogean to just delete IB, DA, WI, and any other majorly problematic raiding guild, and make them start all over? And if/when they do, make sure the system is set up and prepared to record which character/account/IP (all 3) make the first attack so it's all recorded in case of shit like this happening?
