I wasn't really trying to calculate it to see if I "could" (to rate weapons, etc.) more to see if it was even possible to attack at those unrounded speeds. I had it in my head that eq combat operates around 10 delay=1 second with a minimum delay of 5. I didn't know if it was possible to actually attack at an unrounded delay via haste, or if the game would round it for you and make some delays less useful, like my example of a 17 delay weapon being rounded to 9 effective delay after haste. If the game rounded for you, then I assumed a jade mace and something that is 9/17 would do the same dps at 100% haste since I didn't know you could attack at an unrounded delay.
