I know the PPM chance remains the same, so the game adjusts your procrate to match based on your attack delay. Slower attack delay = higher percent chance to proc per swing, to compensate for the slower speed. Getting a haste buff lowers your chance to proc per swing to keep the rate in line.
Also, I guess this answers my question and you can attack at a decimal delay (8.18363872 delay or whatnot) so thanks. Just makes the weapons I was looking at that much better!

Well why calculate it?
I see no reason to ever, ever know your hasted delay in EQ. It isn't used in any damage modeling calculation I've ever made or seen from others?
