Procs per minute?
Has absolutely nothing to do with damage per time, swings per time, or haste percentage.
However you could express PPM as tied to a weapons delay versus it's proc rate.
Thus a weapon with a proc rate at 155 dex of 2.0ppm on mainland, will proc twice per 60 seconds, forever.
If the weapon has a delay of 60, it will swing 10 times per minute, and thus has a proc chance per swing of 20%.
If a weapon has a delay of 10, it swings 60 times per minute. 2.0ppm at 155 dex on main hand. The proc percent per swing is about 3%.
So one can deduct that by removing haste items to lower swings per timeframe, or being slower will increase proc chance per swing in correlation.
Thus, if you want to OT hammer, slow self and proc first swing almost every time

In the days of shaker paging, a warrior would get slowed before hitting rampage, as he would do about 100x the damage doing so than with haste items and spells on.
