Considering the amount of work that goes into the current raid scene, I'm going to say everyone in TMO/IB/FE. Also as per usual you are screwing up basic math. If we did have 40 guilds on the server, with ~20 targets they'd get one target every other week each.
All of your arguments boil down to 'I don't want to share'. Now I don't personally have an issue with that, but you should just be straight about it rather than pretending that the current system is superior from a utilitarian perspective.

1. I didn't do any math just an estimate, and that was a quick estimate on a single target not on every target.
2. My argument boils down to I don't want to wait, and I prefer to compete. (Cause thats fun.) If someone wants rotations or instances they know what games to play, thats not classic EQ.
