You could do this event with little to no help from the developers or GM/Guides if you wanted to. Simply flag all participating players for PvP.
[You must be logged in to view images. Log in or Register.] This will help thwart attempts from high levels to buff/PL the participants and we can easily identify them.
[You must be logged in to view images. Log in or Register.] You would just have to witness all the kills yourself and only allow PvP flagged players under the "level cap" (honor system here on participants) to participate or the kill doesn't count.
It would be cool if a GM could un-flag the participants after the event though.

You'd also have bragging rights with your new 50 toon that leveled as pvp on a carebear server.
