Marfen Binkdirple is the vendor, located at -310, -1090, just to the left of the Gnomish Castle Entrance. He also has a small role in the Bard Epic.
He is flagged as a merchant, and such will not aggro (regardless of faction with clockworks) unless provoked.
on a side note in kunark i believe this same merchant will sell Traveler's Boots for the same price of 5250pp:
