So the solution for some naked casters risking nothing is for everyone to risk nothing? Naked casters are pretty hard to kill bro so I can understand why this would be such a huge concern.

Rallos Zek had by far the largest population of any of the Zeks pre-Merge. (300+ in Bazaar vs Sullons ~70.)
Sounds like you want the exact same server we have right now, but with the Server rules dictating who you can and cannot attack(Hurr teams). Maybe you could just play red99 and roleplay and not kill short races or something? Or even better check out this game:
