Gear will not effect how much damage a caster does you are correct, but they will need to do more damage on someone that has good gear. It also limits the spells they can use. Mages and Enchanters have 0 spells they can use to do damage. Wizards can use their lure spell.
Primarily when people go into the gear debate it is with melee. Not only will melee have that same advantage of having much more hps with the better gear, but they will be hitting much harder, while the casters are doing less damage since they are limited on what spells they can use with the higher resists.
Gear is always bad for casters so bringing up the point that their spells aren't modified by something like spell power is irrelevant. The casters aren't more powerful dps wise with gear, but their targets are much tougher.

Yes and no. I'm not saying casters are going to dominate melees in velious (quite far from it) but percentage wise casters hp will increase a lot more then melees will. That will make casters much more durable than they are now.
