Can you post all of your gear?
Hearing your stats I would guess there are other slots you could upgrade before Ivory Imbued Collar. Ogre Shaman Wis will be low but yours is pretty low. Should shoot for minimum 150wis then pump hp(many may disagree with me and say go to 200 with wis or closer but if your a FM Shaman you are doing it wrong.)
To answer your question based on what info you gave. Yes you should upgrade to GEB and sac the AC. Keep boots for click of course. Even Black Fur boots if you have them would be better to wear and use GEB money for something else.
Some higher end upgrades if you don't have it already. Obulus Death Shroud, Totemic Helm, Supple Scale Bracer, Black Sapphire Electrum Earring (2ac 35hp, 25m). Not a Wis item but if you have the money Sarnak Battle Shield rocks.
